Fast-moving "Green Lanes" for carpools, buses,
fuel-efficient vehicles and solo motorists willing to pay a premium
could begin operating in 2010 and will be open on all Chicago-area
tollways by 2015, officials said Thursday. The Illinois State Toll
Highway Authority gave the green light Thursday to the $400 million
congestion-relief project. Yet to be determined is which of the four
area toll roads will get the first of the so-called high-occupancy
toll, or HOT lanes. About 80 miles of the local toll roads will be
affected....

Governor Rod R. Blagojevich today commended the
Illinois Tollway Board of Directors for adopting a new $1.8 Billion
Capital Plan, which includes the implementation of an Interchange
Improvement Program and development of a Green Lanes Plan. The plan
adopted today will play a significant role in reducing congestion,
cutting down on emissions and investing in Illinois jobs. “The
Tollway has stepped forward to develop and implement a capital
program that will provide Illinois drivers with options on how best
to mange their daily travel,” said Governor Blagojevich....

The Illinois Tollway’s plan to spend $1.8 billion on
“green lanes” and new interchanges will primarily affect Chicagoland
drivers, but a couple local projects could be considered as well.
About $400 million from the second phase of the Tollway’s
congestion-relief program could be used for matching grants for
local interchange projects around the system. That could include the
proposed interchanges at Irene Road in Boone County and Perry Creek
Parkway in Rockford....

An Illinois Tollway proposal would charge up to $9 per
toll for one person driving a vehicle in lanes designated for
ridesharing, van pooling and buses. Named green lanes, the
expressways would reduce pollution, cut traffic congestion, improve
travel times, save drivers fuel costs and provide more commuting
options when shared with PACE buses. Illinois Tollway presented
those ideas Thursday (Nov. 6) in a public hearing....

Driver suffers medical emergency on I-90 ...

A vehicle left the road on Interstate 90 early this
morning, striking a high-tension cable that serves as a guard rail
and causing it to break and swing wildly into oncoming traffic. The
cable struck another car and three semitrailers, South Beloit police
said. They responded to the crash about 6 a.m. No one was injured,
but the vehicles sustained varying degrees of damage ....
